Can Foreigners Buy Property in Qatar?

Qatar has progressively opened its real estate market to foreign nationals. Under Law No. 16 of 2018, non-Qataris can own freehold property in designated zones and hold leasehold rights in additional areas. This shift has made Qatar one of the more accessible Gulf real estate markets for international buyers.

Freehold Zones for Foreign Buyers

Foreign nationals can purchase freehold property in three primary zones:

  • The Pearl-Qatar: Qatar's most famous mixed-use island development. Apartments, townhouses, and villas are available to foreign buyers. Prices range from 1.2 million to 8 million QAR depending on size and location within the island.
  • West Bay Lagoon: A prestigious waterfront area adjacent to the diplomatic zone. Villas and standalone homes. Higher price points, typically 3 million QAR and above.

Leasehold Areas

In addition to freehold zones, foreigners can hold 99-year usufruct rights in a further 16 designated areas across Qatar. These offer secure long-term ownership without full title transfer.

Investment Opportunities and Rental Yields

Qatar's rental market generates solid yields compared to many global cities:

  • Average gross rental yields: 5% to 8% per year
  • The Pearl and Lusail consistently outperform the city average
  • Demand from a large, stable expatriate population supports occupancy rates
  • No property tax and no capital gains tax on real estate in Qatar

Residency Through Property Investment

Qatar's residency by investment program allows foreign property owners to obtain a renewable residency permit. The main thresholds:

  • Properties valued at 1.8 million QAR or above qualify the owner for a renewable residency permit.
  • Properties valued at 3.6 million QAR or above qualify for a higher-tier permit with additional privileges including access to certain government services.

Legal Requirements for Buying

  1. All transactions must go through the Real Estate Registration Department at the Ministry of Justice.
  2. A valid passport and a No Objection Certificate (in some cases) are required.
  3. Buyers typically use a notarized sale and purchase agreement before final registration.
  4. Foreign buyers should engage a locally licensed real estate lawyer to review all documentation.

Market Outlook 2026

Qatar's real estate market has remained resilient post-World Cup. Ongoing infrastructure expansion, a growing financial services sector, and government investment in tourism and sports continue to underpin demand. Lusail in particular is seeing strong absorption as residents move into newly completed towers.
